Julio César Hernández has a Ph.D. in Economics from Western Michigan University specializing in health economics, economic development, and econometrics. He was an economic advisor in the Puerto Rico legislature and director of the Economic and Social Planning Program of the Planning Board. He chaired the committees that created the 2015 Economic Development Plan and the Demographic Challenge Plan. He is an Associate Professor in the Department of Agricultural Economics at the University of Puerto Rico Mayagüez Campus. He has published research in the areas of crime, demographic economics, and health economics. He recently created the first online graduate program at the University of Puerto Rico.
